PBMS Counting Rules Updated July 5, 2016

The PBMS Counting rules were updated to:

  • Include the “use of Dermabond or other topical skin adhesive” as a type of medical treatment. (See key indicators 111.1.1, III.1.2, III.1.3, III.2.1, III.2.2, and III.2.3.)
  • Clarify computation of organization inmate population: This value is the sum of prisoners housed + outsourced prisoners. It is the denominator for calculating the rates for the organization characteristics report. The System will compute the sum of the inmates housed + inmates outsourced to generate the organization inmate population. Users need only to report:

Inmates Housed: Number of inmates in facilities operated by the DOC on the last day of a given month. Do not include inmates housed in other states’ correctional facilities, facilities not operated by the DOC, or parolees. Include inter-state compact cases and offenders housed in DOC facilities as “safe keepers,” i.e., for an evaluation/diagnostic assessment or as a courtesy for a local facility or law enforcement agency.

Inmates Outsourced: Number of inmates in facilities not operated by the DOC on the last day of a given month. Include inmates housed in other states’ correctional facilities, facilities not operated by the DOC such as facilities operated by private vendors and county or regional jails.

For July 2015 – to current, the System will re-compute the organization rates.
