ASCA has created this chart to go with the Participation Map that shows how the ASCA Regions are progressing in their participation on the PBMS Participation Map.

PBMS Participation Map - Updated January 18, 2017

The PBMS Participation Map is updated regularly to reflect the participation of ASCA member agencies across the country.

PBMS Participation Levels:
·       Blue – all organization and facility characteristics and inputting 100% of the organization and facility key indicators.
·       Aqua – all required organization and facility characteristics; 75% of the organization-level key indicators with at least one key indicator for the required organization performance standards; 75% of the required facility-level key indicators with at least one key indicator for each of the facility performance standards.
·       Green – all required organization and facility characteristics; 50% of the organization-level key indicators with at least one key indicator for each of the required organization performance standards; and 50% of the required facility-level key indicators with at least one key indicator for each of the facility performance standards.
·       Purple – all required organization and facility characteristics, 25% of the required organization-level key indicators, and 25% of the required  facility-level key indicators.
·       Pink – entering organization- and/or facility characteristics and/or less than 25% of the organization- and facility-level key indicators.
·       Yellow – no data entry. 

The required key indicators include all of the public safety, institutional safety, justice, education, healthcare, substance abuse, and mental health key indicators.

The list of Agency staff that is responsible for collecting and entering data into the PBMS system is updated regularly.  The list provides a useful link to other agency staff for help and support.

Draft Personnel Key Indicators - Updated July 9, 2012

At the January 2012 meeting the Performance Measures Committee authorized staff to draft new personnel key indicators addressing sick leave and workman's compensation.  The draft key indicators will be discussed as part of the PMC meeting on July 20, 2012 in Denver, CO.  Click here to review the draft new personnel key indicators. ASCA is requesting that member agency staff who are involved in the Performance Based Measures System (PBMS) respond to a survey to provide information to ASCA staff and the Performance Measures Committee about how the system is meeting agency needs.

Performance Based Measures System: What Really Counts in Corrections

Information about the national automated Performance-Based Measures System (PBMS) was provided during a broadcast on September 14, 2011. PBMS is an accurate, consistent system to capture, record, report and share data between correctional agencies created by the Association of State Correctional Administrators (ASCA).  The panels described the scope and development of PBMS regarding how specific needs give rise to PBMS solutions; described the key components of PBMS; examined the benefits of using the PBMS during and Evidenced Based Practice decision making process; and identified available resources that support implementation of PBMS.

Forum - Discuss Sexual Violence Key Indicators

The PBMS sexual violence key indicators were developed to parallel the sexual violence data collected by BJS. We currently collect data regarding III.3 Inmate-On-Inmate Sexual Violence; IIII.4 Inmate-on-Staff Sexual Violence; and III.5 Staff/Civilian-on-Inmate Sexual Misconduct.

The current BJS annual data collection questionnaire for state correctional agencies excludes questions regarding inmate-on-state and civilian-on-inmate sexual behaviors. Should ASCA revise its PBMS system key indicators regarding sexual violence/contacts?  Please post your comments and any suggestions for revising the PBMS sexual violence key indicators in this FORUM.
